City Ordinance Chapter 71 Alarm Systems.

71-3  Emergency notification list.

Any person, firm or corporation having any alarm system, whether audible or not, shall maintain with the Police Department an emergency notification list with the name, address and telephone number of at least two persons with authority and ability to secure said alarmed premises in the event of an emergency.


Please use the above forms to Register your business or residential alarms by February 1, 2021 to avoid a $50 fine per alarm.

        Program Narrative FY 2018


        The City of West Haven is applying for funding under the Edward Byrne Memorial Justice Assistance Grant (JAG) Program for the purchase equipment for the West Haven Police Department (WHPD).


        The goal of this project includes dealing with the challenges of emergent technology and its impact on the community, the West Haven Police Department will purchase a license plate reader. This will afford greater safety for police and citizens throughout the community by providing critical information along with the ability to find stolen cars and/or active warrants among other activities. The program would include providing appropriate technology components (hard drives, software licenses and blu-ray burner) to meet with everyday needs. Combined, these tools have also been utilized with investigations and tracking vehicles involved in crimes including abductions.


        Like many municipalities, the City of West Haven faces severe economic challenges. According to the January 2017 Municipal Fiscal Indicators’ list of Adjusted Equalized Net Grand List per Capita developed by the State of Connecticut’s Office of Policy and Management, West Haven ranks 161 out of 169 Connecticut towns and cities in this measurement of a municipality’s wealth.


        West Haven has been designated a “Distressed Municipality” by the State of Connecticut Department of Economic and Community Development. This designation is based on change in per capita income, percentage of poverty in the population, the change in employment, the unemployment rate, age of housing stock, the percent of adults age 25 and older with a high school degree or higher and the adjusted equalizer net grand list per capita.


        More recently, the City and its public infrastructure have been battered by five federally declared disasters mostly impacted by Tropical Storm Irene and Hurricane Sandy. The City is still addressing flood mitigation efforts when it can financially support these projects.


        These fiscal challenges have severely reduced the City’s ability to invest in updated technology for any City department. JAG Program funds are vital to the City’s ability to acquire current police technology and utilize it to improve and enhance our community.

This form is used to alert the West Haven 911 dispatch center of any special needs you may have. The information is entered into our dispatching system. When someone from the residence dials 911, the special needs are automatically indicated on dispatchers screens to help aid police and fire and ambulance personnel to those special needs.
